Observer options

There isn't a way to create a new observer with options. Let me know if you want me to make a PR.

Apologies for the delay, ~~I will work for observer options~~ I have done with this in this commit https://github.com/r17x/rescript-libs/commit/51f692ade05085b7f7289273e3f26a711914938c .
