The “Explicit shaping controls” section describes legacy chillu behavior with ZWJ, giving an example with U+0D15 MALAYALAM LETTER KA. However, Unicode only describes this pattern for the five sequences in Table 12-42, not for all consonants. In particular, ka is not one of the consonants with a legacy chillu form.
