Very long onedrive path strings with UTF8 characters and PROJ/GDAL metadata files

Note for now: https://stat.ethz.ch/pipermail/r-help/2024-March/479033.html describes the problem of very long Windows (often OneDrive) paths, so suggests that the path to system.file("proj", package = "sf")[1] may also be affected. I have not seen this in the wild, and I think that R_LIBS is on Apps, Local or similar by default, but if someone or institution moves %HOME% to the cloud, the path could get very long and so truncated. Unsure about whether this will bite, but would not be surprised going forward.
