Moving dtwSat to r-spatial

Dear r-spatial members,

I'm happy to announce that I'm moving the R package dtwSat under this organization following an invitation from @edzer.

dtwSat builds on sf and stars, implementing a Time-Weighted Dynamic Time Warping (TWDTW) distance metric in tandem with the 1-Nearest Neighbor (1-NN) classifier for land use mapping using multi-dimensional (multi-band) satellite image time series.

I look forward to interacting with and contributing to the r-spatial community.
