not sure: either 'NLopt' or 'nlopt' for the sysreqs field ?

The sysreqs field has to match the SystemRequirements field in the R package you want to use this for. Is that nloptr? It does not seem to have a SystemRequirements field, so until that is added, we would also need for force this via an entry in the cran directory.
