Generalisation of sys tables between QGEP / QWAT

Tables in sys schemas used for versioning with PUM should be generalized between QGEP and QWAT.

Right now:

  • for QGEP : qgep_sys.pum_info
  • for QWAT : qwat_sys.info & qwat_sys.upgrades

qwat_sys.upgrades has been thought before the pum creation.

It could be dropped since it introduces some confusion.

We could rename qwat_sys.info to qwat_sys.pum_info
