GPS data import plugin

When #80 has been done, we can start the development of the tool to import terrain GPS data. This would probably be a specific plugin to import points with coordinates and some attributes.

According to the specifications, this can be generic and not specific to qWAT.

According to this feature, here's a nice base tool that @xaviermenetrey implemented for Pully a few months ago, it has been updated recently by me and is currently adapted to support 3D.

This plugin could go generic and could be a great tool for any import.

Decision 14/12/2016 was taken to postpone that to middle 2017, evaluate new processing framework as a candidate for basic ETL operations. Lausanne has already working VDL tools, Pully has EasyImport also.

moving milestone to mid 2017

Decision was taken in Atelier 2019 09 13 to bet on QGIS 3 processing framework. Milestone has then been moved to post 3.0 calendar

In the meantime, @lbartoletti produced a GPS / topometry data import plugin (+ algorithm) for QGIS that seems to fit the needs. It should be released soon.
