Add French data exchange format extension to QWAT repositories?

We have been making a QWAT extension so that we can expose QWAT internal model to the French data exchange format, known as COVADIS-RAEPA.

The standard is described here

The latest developpement branch is there and it would be nice to have this code hosted next to current extensions extension_sire and extension_aquafri.
