I'm not sure splitting Step just for unit testing is a good idea. Can't you test the effects of Step, i.e. whether it correctly deducts costs and/or adds your salary?...

I think it's not a good idea to be adding such a large amount of public functions. The code is too abstracted away and at least for me, it's harder...
