ci: Switch releases to windows-2022 image

windows-2019 is deprecated: https://github.com/actions/runner-images/issues/12045

Will still keep it for the v3.5.1 release, but after that we should upgrade. According to Wikipedia:

Windows Server 2022 is based on the "Iron" codebase.[5] It is similar to Windows 10 21H2, but its updates are incompatible with it.

Which I think means we should still keep compatibility with how Qt is built and probably not cause any issues (but still holding off changing it before v3.5.1 out of caution).
