Support m.server_notice.* event types

As per https://github.com/matrix-org/matrix-doc/issues/1452, option 2 (pinned messages) is likely to be chosen; the library will have to treat those as a special kind of messages (probably derived from RoomMessageEvent but with a restricted set of features).
