Move source repo to cl-gists to maintenance repository

cl-gists has been broken for several years due to changes in the github api. A pull request to fix the issue has languished for the last two and a half years, despite several pings by multiple people on the issue. The author does not respond to emails, yet his github activity shows contributions to other repositories as recently as this month. This system looks abandoned.

I created a maintenance fork and suggest we switch the quicklisp source for the system to there.
