Manifest files don't work in Windows when Quicklisp and the project are on different drives.

Issue is with CCL 1.10 on Windows XP 32b.

When Quicklisp is on C: and the project source is on D: then (ql:write-asdf-manifest-file) creates manifest files without the drive letters. Using those manifest files in Buildapp doesn't work because ASDF can't find the systems.

Just a Bump and 👍 that this is still an issue today on Windows x86-64 and SBCL 2,0.0
