bug: students added to groups after a submission has been pushed receive no grade

If a group has made a submission for an assignment, any students added to that group at a later point will not get a grade for that submisison. Setting the submission grade to Approve / Reject / Revision after the student has been added to the group does not fix this.

We should add a test to confirm the problem before implementing a fix and make the test pass.
