macOS guests won't boot with certain core counts

macOS VMs with core counts not powers of 2 fail to boot to the installer. I've attempted to use 5, 10, 12, and 24 cores, and none boot. 4, 8, and 16 work just fine.

It seems to actually be a lot more specific than this. 1, 2, 3, 4, 5, 8, and 9 work fine, but 6, 7, and most higher values do not. A pattern needs to be found for this.
