Tag metrics with cluster label/host id

Metrics reported by RubiX should be tagged with information from the node or cluster to better identify the source of the metric.

Looks like this is configured from the Datadog Agent level: https://docs.datadoghq.com/getting_started/tagging/assigning_tags/

That seems practical for the current functionality. We can decide the tags in the coordinator.
