Bundle the CLI with the extension

A number of people keep installing the extension without the CLI. This gives them a fairly unhelpful error.

Optional: Suggest A Solution

In order to make it easier for them, we should bundle the CLI into the extension to prevent that problem.

In addition to solving that problem, we remove the risk of the CLI and the extension getting out of sync.

Other solution could be to link to the URL for installation to make it slightly easier
