Make the blog band closer to the top of the page

This moves the blog band closer to the top of the page to ease the access to our blog posts

When visiting the home page, it's hard to find what's new about Quarkus. Moving the recent blog posts to the top helps a bit

Well, I agree with that, partially:

I believe the normal use case for when folks come to the site via the home page, they are wanting to learn more about the project. Putting the last three blog posts so high on the page defeats this purpose.

That is true for newbies, but experienced Quarkus users may only want to see what's new in the project (a new release, new features, etc). The blog posts help to promote that, so having it visible without having to scroll-down is a plus.

I believe educating new visitors is higher priority than giving a slightly faster scanning option for return users looking for the latest news. I also think if someone's coming to our site to see the latest happenings, they are likely to already be aware of the blog.

Sure, but the Blog link is only accessible via the Community -> Blog menu, which is hidden until you hover it

We grow the community by those newbies. We NEED those newbies. I don't believe the making the experience slightly more convenient for experienced users is more important that growing the overall user base.

Additionally, I've started making social posts (twitter, linkedin, facebook, mastadon, threads) for all new blog posts, we have links to the blog in nearly every monthly newsletter. I think experienced Quarkus users are getting a steady stream of updates on what's new.

They access the blog via the navigation or via this same band that's only three bands down the home page.
