Implement OTel data collection via Elasticsearch APM for Elastic dev services

Description

Issue #3298 proposes to support Elastic APM. Now we have support for OTel and the integration will probably be much simpler than before.

Implementation ideas

Add support to spin up an APM container preconfigured to be connected to the elastic hosts parameter via the Elastic dev services and if the OTel extension is enabled, automatically setup logging and metric OTel endpoints.
