"sluggish" rocket cart drop down list

Describe the bug when adding an extension the rocket cart drops down which is great; but then it just sits there blocking the view when scrolling or until some timeout occurs. I was wondering if we could detect scrolling is happening and closer it sooner so it does not just keep hanging aorund?
