Create templates for sorting issues into bug reports, feature requests, etc.

GitHub provides this useful concept of Issue templates. The idea is that for each type of issue, a template can be created which can be filled in when opening an issue. For a bug report the steps to reproduce could be asked, while for a feature request questions about the scope could be listed.

@quaquel What do you think about opening the Discussions tab on GitHub for question and showcases and such? Then we could redirect questions to there.

This is GitHub tooling, so not releases as part of the EMAworkbench. Still on the todo, but doesn't need a milestone.
