lp_resource_state_symbolic bloq example is broken

The underlying feature request is https://github.com/quantumlib/Qualtran/issues/786, but this bloq example currently causes uncaught exceptions whenever the build_call_graph method is accessed. We must remove this until it works. Some of the automated tooling will grep out all of the bloq examples, and it is presumed that they don't throw exceptions
