Keeping the RESOLVER_DICT up to date.

Currently, we keep track of common bloqs in the RESOLVER_DICT. In theory this should be updated whenever new [bloqs] (https://github.com/quantumlib/Qualtran/tree/main/qualtran/bloqs) are added.

I wanted to open a discussion for how to keep everything in sync as we continue to add new bloqs.
