Handle fixed point multiplications where fixed point registers have different sizes

There's some ambiguity in how the operations in NewtonRaphsonInverseSquareRoot are performed in practice: a poly_bitsize register (15) is fed into a larger bitsize register (target_bitsize ~ 22) for the purpose of multiplications. Will need to be resolved when wiring up.
