CI - upgrade MacOS runner to macos-latest
Description of the issue
We have downgraded to macos-13 to work around https://github.com/actions/runner-images/issues/9770.

Switch back to macos-latest when the issue above is fixed.

Revisited today - the macos-latest runner resolves to macos-14 which does not work, because it does not install the Python 3.12 binary wheel of qsimcirq (needed for testing) and a build from qsimcirq tarball fails (falied run at a2f438a595bcbeca9352142838f64be3b3bca23a).
Reverting back to the macos-13 (good run at 6baf3742798e6f67767a76ee60374b61fd7c4d07).
Decision
Not worth the pain of making CI tests run on macos-14.
macos-13 should be maintained and available for a good amount of time.
Closing as wontfix.
