Tailwind 4 (unfinished)

Unfinished and likely to get stale before it's finished. Read #3612 carefully before continuing to work on this.

In particular, this PR upgrades only packages/ui and packages/components to Tailwind v4.

versioned-components is a mess (doesn't compile), and apps/* use v4 classes while using Tailwind v3 configuration, because I did search-and-replace over the entire repo, but failed to update versioned-components.
