Search in Network Pane defaults to "local only"

Using current HEAD in dev mode:

Entering a search term in the Network Pane for a dataset I know to exist on Qri Cloud yields no results. This is because the toggle is set to "local only".

I'm advocating for changing the default behavior of search, perhaps just in the Network pane, to include cloud results.

So the opposite should be true, it defaults to cloud search first. If you know the dataset exists on qri, then there must be some error in the searching. Hmmm, if you could let me know what you are searching that would be helpful in trying to recreate.
