feat: history view with logbook (show which versions are published)

Some things to consider for history UI once logbook is in place

For other users' datasets:

• which versions of a dataset they have locally
• versions that exist elsewhere but they don't have locally (with ability to pull these down)

For their own datasets:

• which versions of their dataset are published/unpublished

For all datasets:

• user can delete a local version. (Can a user delete only one version? What if it doesn't exist anywhere else?)
