Other user's datasets should be read-only

Add UI so that starting to modify someone else’s dataset moves it to your namespace and unlocks editing capabilities. It should be a deliberate action.

For inspiration: See the UX when you attempt to edit a file in someone else's repo via github. It prompts you to fork the repo, then gives you an editor.
