Deploy ability to different targets: Heroku, etc

Now we can deploy only on localhost with Docker, needed to make ability (firstly - architecture) for deploy in different resources, for example, Heroku.

Heroku has announced plans to eliminate free plans, so we need a free alternative. Several possible options:
