Unmarked as draft. The Windows builds I was able to test (avrdude,bootloadHID,dfu-programmer,dfu-util) all seemed to run fine on a newly-formatted Windows machine, using the CI-created binary.

Windows build should probably depend on #496 as it has the InnoSetup fix.
