[Windows] Fix context menu for HidConsole window

• Hook up the Opening event
• Hook up the Copy, Select All, and Clear actions
• Remove the Cut and Paste actions

The cut and paste actions should still be present, just disabled and nonfunctional (as they are now) to match the main window context menu and the rest of Windows.
