Please update embedded jar to new version: plantuml.1.2021.12.jar

I can see that it's been done before in commit 0898ff99b009a899e4f3bd86c10205a8372c9b11 but it's not obvious what changed there?

I tested the last two versions and the jar seems to be old, like the jar is not being updated:

~> java -jar /home/juanmah/.vscode-oss/extensions/jebbs.plantuml-2.17.2/plantuml.jar -version
PlantUML version 1.2021.00 (Sun Jan 10 11:25:05 CET 2021)

~> java -jar /home/juanmah/.vscode-oss/extensions/jebbs.plantuml-2.17.0/plantuml.jar -version

@qjebbs is there a way we can submit a PR whenever it gets out of date? I can't really tell how to do it based on your commit history.
