Update HHL Section in Qiskit Textbook

Description

The textbook will soon be moving to a new platform that will allow us to use new features to improve the teaching in the textbook. While migrating to this new platform, we will be rewriting large parts of the textbook using the experience gained from writing and maintaining past chapters.

The HHL chapter in the textbook has numerous open issues on the github and is relatively inaccesible. I would like to mentor a re-write of the chapter using new best practices and guidelines, taking advantage of new features where necessary.

In this project the advocate will:

• Learn about the HHL algorithm in depth
• Learn about the textbook and gain techniques in writing educational materials
• Get creative, helping design visualisations and interactive demos to engage users
• Improve their knowledge of both Qiskit Terra and Aqua

I would list this project as 'advanced'.
