FreeCAD version: should not be 4.0. what is your OpewnFOaM version? and is OpenFOAM under non-unicode path?
this is due to pyfoam module, dependwnt of cfd module, pyfoam may use diff qt version, I guess. sorry have not got time to test it Qingfeng Xia Research Software...
