Allow regular and array jobs in the same plugin

Currently, plugins can only be "regular" or "job arrays", I found this while adding a non-job-array command to qp-woltka, which is a job-array kind of plugin, and meant that there is a hardcoded line in the code.

I'll add this issue number as a comment for future reference.
