add a deprecate GUI column for samples within a study

A user should be able to deprecate a sample via the GUI. GUI could be something similar to how we delete samples, then these field should be injected to the sample information file and qiime mapping files as "qiita_ignore_sample".

Would be good to add a warning message or label near the "download qiime mapping file" button that states there's deprecated samples in this file.
