HTTP/HTTPS/FTP protocol no longer works for zip URIs

What is the bug or the crash?

Up to QGIS version 3.38 it worked, from version 3.40 and 3.42 it no longer works, below error message

Steps to reproduce the issue

  1. start QGIS
  2. ON Data Source Manager | Vector
  3. Select Source Type: Protocol_HTTP(S);
  4. On Protocol select HTTP/HTTPS/FTP
  5. on URI paste: 'https://confini-amministrativi.it/api/v2/it/20240101/regioni.zip'
  6. Click on Add
  7. message appears!!!
