Fix Debian package

The Debian package for Mutate needs to be redone. It depends on many -dev packages and compiles software on install, which is not how packaging should be done. Packages are supposed to distribute binaries, not compile from source.

I would like to add to this that, under Linux Mint 17.2 Rafaela, if build-essential package is not installed, Mutate won't install... I assume because it does not compile...
