Feature request: Notifications when restart happens.

What's the feature? 🧐 When a restart of a container happens, it would be nice to be able to send a note to a slack channel that it happened, like https://bitbucket.org/quaideman/dem.git. has

• I want to be notified when a restart of a container happens.
