Update to cod4x v21

Sorry for the mega-huge delay getting to this.

Please try with image qmcgaw/cod4:test, I built and pushed it with 21.2 but haven't got the time to test it.

If it works, I'll push it and cut a release/docker image tag 😉

ok, the server works for people with steamID in my setup, do not know why, always fail in servers with steamID enabled, reports this error:

steam is not running, Please start your steam client and login reconnect to this server when logged in

So this is back to https://github.com/qdm12/cod4-docker/issues/20 , in the past you had 2 builds, one with steam, another without... but if i try to zero the files steam_api.so and steamclient.so now, the update tries to "fix" them and download correct version... so maybe it is missing a flag to bypass the steam*.so files

the cod4:test image also reports this:

So looks the server is downloading the update on every startup, but this is not a big issue
