Licenses setting
Reporting an issue from Paul.
In settings, Licence default only defaults for the package default. I would have expected the table licence to also have the same default.
Also, in the settings menu, I think the title should say “Default licence(s)” and similar for contributors. Needs a bit more info for the user.

- Data Curator version: 0.17.0
- Operating System and version: not specified
The reason we only set Licenses at the Package level is because Table inherits its license from Package.
The suggestion would support users wanting to apply one license for the metadata in the data package and a different license to the data.
Give the main integration is with CKAN that doesn't support that concept, I suggest this is very low priority.
Happy to consider adding the word "default" in front of the existing labels for clarity
Perhaps we could improve the help text for licences at the Data Package level?
Perhaps, "The default Open Licence for the Data Package and its data. Licences for each data table may be specified separately"
