[% Feature Next] Cap values to 0-100

It seems weird that the % feature can go above %100 – it feels like I am overflowing the system in a way that shouldn't be possible. The same goes for values under %0, but this is a more apparent bug reproducible by changing other categories to %50, and pressing the Max button (it only sometimes does this though)
