Adds Purging + Trail to the nitrous.

Describe Pull request Adds the ability for people to purge the nitrous which is purely for visual purposes and has no affect in the car.

Adds two files:
purge.lua
trail.lua

Files hold functions used in nitrous.lua where the purging / trail are executed.

server.lua got an event to sync the purging across clients.

config.lua got an extra line:
Config.Trail = false / true
