[BUG] Duplicate items 1min before restart (core/inventory)

Describe the bug Not 100% sure if this is an issue for all servers, but we noticed if your server is doing it's restart (say Txadmin scehduled restart) at 1-2 minutes from shutdown, you can take an item out of the stash and when you log back in, you have a duplicate.

Seems that the data isn't being saved or similar?

To Reproduce Steps to reproduce the behavior:

1. Wait until txadmin says 1 minute to go. Disconnect now
2. Move an item out of your stash
3. Login to server again after restart
4. Item should be duplicated

Expected behavior Metadata saved as it is.

Questions (please complete the following information):

• When you last updated: Currently up to date on core/inventory
• Are you using custom resource? which ones? No
• Have you renamed qb- to something custom? No
