Variance for looking at files with the same size

Feature Description ... Its possible to end up with a similar photo with a small variance in size because of metadata being different.. IE I took these out from google photos and they were uploaded from different phones. Google photos does some deduplication but not if its using the direct upload.

If we can do name_size and size search with a variance (anything within that +- is considered the same size)
