Add support for fan control. High/Med/Low/Off

Great suggestion! I've got some GE fan switches in my house so I'll be able to test this one out, as well!

I am going to provide limited support for this in v1.0 - you will be able to toggle fans on and off (where it will remember the last speed setting it was on). I will add a separate enhancement item to support selecting fan speeds (low/med/high) which will come in a future release.
