Quality indicators for SEVIRI HRIT reader

Is your feature request related to a problem? Please describe. Currently, SEVIRI HRIT reader can omit data of bad quality (e.g., "do not use" for LineRadiometricQuality). However, information on the data quality that passes the quality mask check (e.g., "not derived", "nominal", "usable", "suspect") cannot be extracted as part of the scene loaded.

Describe the solution you'd like An option that would enable having the line data quality info as part of the scene would be very useful. Looks like this can be implemented in a similar way the acq_time is read and included to the scene. This would especially be very useful when mask_bad_quality_scan_lines=False.
