Op info test for `signal.windows.hann .. slice_scatter`

Fix the Op info test for signal.windows.hann .. slice_scatter

1. Find the lines 473 to 477 of test_ops.py and remove signal.windows.hann .. slice_scatter from skip_list
2. Run op_info test with pytest test/test_ops.py
3. Fix the failure.
