Op info test for `special.modified_bessel_i1 .. special.polygamma`

Fix the Op info test for special.modified_bessel_i1 .. special.polygamma

1. Find the lines 308 to 312 of test_ops.py and remove special.modified_bessel_i1 .. special.polygamma from skip_list
2. Run op_info test with pytest test/test_ops.py
3. Fix the failure.
